Evgenia Ludupova, Minister of Health of Buryatia, a graduate of the DBA program of GSCM RANEPA, Doctor of Medical Sciences, won the international competition of the AMBA Association for the best thesis

Evgenia Ludupova, Doctor of Medical Sciences, Minister of Health of the Republic of Buryatia, a graduate of the DBA program “Doctor of Business Administration” of GSCM RANEPA, won the International Competition of the AMBA Association “Sustainability and Responsible Management. The Impact of DBA Research on Business and Society”


AMBA (Association of MBA`s, UK) is an international organization founded in 1967 and accrediting business schools. AMBA accreditation confirms the high level of MBA and DBA educational programs. AMBA, EFMD and AACSB accreditations make up the so-called "three crowns", the most prestigious business school accreditations in the world.

 

The DBA program "Doctor of Business Administration" of GSCM RANEPA is the only DBA program in Russia that has AMBA accreditation.


The competition was attended by graduates of DBA programs from business schools accredited by AMBA and BGA. The works were evaluated by an international commission consisting of members of the AMBA Board of Trustees:


  • Prof. Steef van de Velde (School of Government Rotterdam, The Netherlands)
  • Professor Wendy Loretto (Business School of the University of Edinburgh, UK)
  • Professor Josep Franch (ESADE Business School, Spain)


The main criteria for evaluating the work were the impact on business, science and society.


Evgenia Ludupova became one of the three winners of the competition, along with the graduates of Aston (UK) and Cranfield (UK) business schools.


AMBA Executive Director Andrew Main Wilson announced the results of the competition for the best DBA research paper during the International Round Table, which was organized and held online on October 29 by the GSCM RANEPA to commemorate the 20th anniversary of the DBA program.




On behalf of AMBA, Mr. Wilson congratulated GSCM RANEPA on the anniversary of the program, highly appreciated its success over two decades, and also wished new achievements in today`s difficult conditions.


The event was attended by the representatives of business schools accredited by AMBA:

The moderator was the director for strategic projects, innovations and accreditation of AMBA George Iliev, who also congratulated the winners of the competition:

Evgenia Ludupova – Doctor of Medical Sciences, Minister of Health of the Republic of Buryatia, Honored Doctor of the Republic of Buryatia, WHO expert, Member of the Social Policy Committee of the People`s Khural of the Republic of Buryatia.


She started her career in healthcare in 1992 and went through all the stages of professional development: since 1992 she worked as a general practitioner in polyclinic No. 9 of Ulan-Ude (Buryatia), from 1994 to 2003 - as deputy head physician, and later as chief physician of the Mui Central District Hospital. In 2003, she was appointed chief physician of the Nizhneangarsk Central District Hospital. In 2003-2008 she studied at the Kemerovo State University with a degree in Economics and Enterprise Management.


From 2007 to 2020, she worked as the chief physician of the Republican Clinical Hospital named after N.A. Semashko. Under her leadership, modern medical technologies were introduced in the hospital, the best traditions of domestic medical science were mastered, vast practical experience was accumulated, new organizational forms were introduced into management practice, and an excellent human resources potential was formed. In 2013, E. Yu. Ludupova was awarded the Honorary Diploma of the Ministry of Health of the Russian Federation in recognition of her service in healthcare.


From 2014 to 2017 E.Yu. successfully completed the DBA program "Doctor of Business Administration" of GSCM RANEPA and received a Doctor of Business Administration degree. And in 2019, she was awarded the degree of Doctor of Medical Sciences.


 


In January 2020, when the coronavirus pandemic swept the world, Evgenia Ludupova was appointed to the post of Minister of Health of the Republic of Buryatia, where she immediately began to take active measures to combat the epidemic. Under her leadership, medical facilities began to open in the republic to treat patients with COVID-19, hospitals received additional medical care equipment and ambulances. The minister actively communicates with the citizens, responds to their appeals and talks about the fight against the pandemic on her Instagram page.


DBA thesis of E.Yu. Ludupova "Comprehensive quality management system in healthcare on the example of a multidisciplinary clinic" is devoted to the study of improving the efficiency of the healthcare system when implementing a quality management system (QMS) in an organization. Academician of the Russian Academy of Sciences Abel Aganbegyan . acted as the scientific supervisor.


As part of the work, an integrated model for the implementation of the QMS was proposed: the model was formulated and tested on the example of the head medical organization of the Republic of Buryatia - the Republican Clinical Hospital named after N.A. Semashko. The author addressed the issues of personnel strategy, demonstrated new methods of the process of continuous learning and personnel development in order to create a model of a "learning organization". As part of the implementation of the QMS, an important role is played by the construction of a system of safety standards, therefore, a risk management system has been introduced in the organization.


ПBased on the results of the implementation of the QMS, the effectiveness of this approach was proved: over 3 years, the range of research conducted has expanded, and the share of income from paid medical services has increased by almost 5 times. Also, the RCH named after Semashko witnessed a steady decrease in overall mortality from stroke (by 36% over 3 years), and patient satisfaction increased significantly: according to the survey, the rate rose from 64% to 91% over 5 years.
